Responsibilities

• Strategic Advice:

  Provide strategic advice and be responsible for executing at least 5 procurements for the projects department within Waternet, from start to finish.

• Tender Dossier Preparation:

  Assemble the tender dossier, including drafting the procurement plan, tender guidelines, and draft agreement.

• Tender Publication:

  Publish European and multiple private tenders via the Mercell tender platform.

• Documentation and Evaluation:

  Prepare and compile information notes, guide evaluation teams in assessing submissions, manage awards, contract, sign, and archive contract documents.

• Supportive Tasks:

  Contribute to improvements in our procurement processes and the positioning of the procurement team within Waternet.

• Quality Assurance:

  Ensure quality assurance (four-eyes principle) for other colleagues.

• Procurement Activities:

  Contribute to procurement activities in accordance with the procurement policy.

• Coaching and Training:

  Guide, coach, and train less experienced procurement advisors.

Requirements

• Strategic and Hands-on:

  Ability to work strategically and be hands-on to realize European and multiple private tenders.

• Collaboration:

  Work in multidisciplinary teams to determine the right procurement strategy in close collaboration with stakeholders and subject matter experts.

• Risk Assessment:

  Accurately assess opportunities and risks to determine the most suitable procurement strategy for the specific procurement needs and objectives.

• Innovative Procedures:

  Do not hesitate to introduce innovative tendering procedures.

• Inquiry Skills:

  Ask targeted questions to clarify the request and the Program of Requirements, translating it into a procurement plan.

• Responsibility:

  Responsible for the completeness and quality of the procurement plan, preparing the tender dossier, publishing the tender, and guiding the selection until the contract is signed.

• Project Management:

  Lead at least five procurement projects from A to Z, ensuring a suitable supplier is selected and contracted.

• Coaching Role:

  Act as a mentor/coach and quality assurer to help build knowledge and skills within the team and improve our processes.
